The objectives to be achieved in this study is to determine the extent of the competence of employees in the public service at the Regional District Office di Upper South River based on the capabilities, knowledge aspects, as well as aspects of attitudes and behavior. Approach to qualitative research conducted, with descriptive type. Determination of total sample sampling, in order to obtain a sample. Statistical analysis of data using qualitative deskripstif. The results showed each variable contributed as follows: (1) In the aspect of an employee's ability to provide services accounted for 67.58% based on the interpretation of the data included both, (2) In the aspect of employee knowledge in support of the ability to provide services to the community accounted for 80.22% based on the interpretation of the data, including very good, and (3) Later on aspects of attitudes and behavior of employees in providing public services to the community contributed 88.94% based on the interpretation of the data, including very good.
