Many organizations have complained that the use of the formal appraisal system adopted for this less than satisfactory, not only for the organization but also seems unfair for employees who assessed . Existing assessment systems appear to be less able to provide benefits to the organization to make it as a guide in reward or punishment against employees for their results. As for the employees themselves feel injustice in judgment because many aspects that are less relevant to the work being handled but instead assessed. System assessment conducted by many organizations over many felt this also does not support the professionalism of employees, because the content and assessment standards should be certain of the assessors who have nothing to do with professionalism. Implementation of the performance appraisal of employees at the Department of Education and Cutural Kabupaten Tabalong major problem encountered is the lack of knowledge in the technical field personnel and operations, promotion and inhibition of class, as well as the lack of initiative of employees in performance of duties.
