Combating poverty is one
of Indonesia's development agenda in the present. From a number of nation-wide
program, Raskin intended for food security based poverty reduction. By
taking locations in Sungai Pandan Hulu, research with qualitative-descriptive
pattern was performed in which data were collected through observation,
interviews, and documentation to be analyzed with the technique of data
reduction, data presentation, and conclusion drawing/verification. Raskin
distribution at Hulu Sungai Pandan is known to be working well. From the aspect
of efficiency, even though Raskin distribution process involves officials at
the district, sub-district to village, from data collection RTS-PM candidate by
the village officials encountered a number of RTS-PM who does not meet the
criteria. Next from the aspect of effectiveness, the addition of data RTS-PM of
up to 156 heads of family of the original 51 heads of household resulted in
shrinking volume Raskin of 15 kg / head of family being 5 kg / head of family
at a time also wounded aspect of fairness and responsiveness in addition to the
quality of Raskin low perceived because some smells musty, lousy, even watery. In the
future, the village head Sungai Pandan Hulu along with village officials should
verify the data RTS-PM is correct, not to manipulate the number of RTS-PM as
well as reducing the volume of Raskin. For the villagers expected consciousness
concerning the designation Raskin for poor families. It would also require
supervision of direct/indirect on the distribution of Raskin in every village
by the manager of the sub-district level Raskin/district besides imparting poor
quality problems Raskin to the authorities on it.
