The research methodology used is descriptive analytical method, ie by collecting data and information in order to describe the condition in the study area, both on land and environmental conditions, as well as business conditions Fantacy Beach which has been running. Further economic analysis of the tourism park expansion plan with quantitative analysis on investment approach, using indicators payback period, net present value, benefit cost ratio and internal rate of return. The analysis of public perception and public visitors about done with a qualitative analysis approach is to use the cross tabulations method. The result of the research showed that the expansion of the tourism park on former sand mining area ispretty decent. It is shown by the indicator payback period for 6 years and 11 months; net present value at 14%=Rp659.116.000,00; benefit cost ratio=1,11; internal rate of return=17,08%. Futhermore, 97% of the public qualitively visitors agree if Fantacy Beach developed. There is a fairly strong correlation between the level of visitors satisfaction with the availability of amenities, facilities and tourist attractions.indicated by Pearson coefficient, Phi=0,55. The business ac-tivities willprovide benefitsto local communities by increasing local econimic activity, the expansion of the industry, the expansion of employments oppor-tunities. The existence of the tourist park operations will also improve the quality and the productivity of degraded lands are abandoned.
