The purpose of this research is to know the implementation of Law No. 23 of 2006 on policy service e-KTP card at the district office Pandawan Hulu Sungai Tengah and to know the obstacles that arise in implementing Law No. 23 of 2006 on policy service e-KTP card at the district office Pandawan Hulu Sungai Tengah and how to overcome them.
This type of research is descriptive qualitative, with the primary data source.Primary data were obtained from informants that people who make electronic identity card and district office employees Pandawan Hulu Sungai Tengah. Data digger tool used was a questionnaire and interviews for primary data and observations as well as documentaries for secondary data. While the qualitative data analysis. The results showed: (1) Services district office Pandawan in the creation of e-KTP card in terms of assurance services is included in the excellent category (80.63%); (2) Judging from the condition of the environment in which the service services performed are included in the excellent category (93.88%); (3) In terms of empathy care workers performed services included in either category (75.38%); (4) In terms of the responsiveness of service personnel service implemented included in either category (75.88%); (5) In terms of service reliability services performed are included in either category (73.88%), (6) In terms of communication services services performed are included in either category (74.25%); and (7) found that barriers are: (a) The operator of e-KTP card has not provided the ability to repair equipment for e-KTP card data recording, and (b) the conch awareness of the public in preparing all the requirements for the creation of e-KTP.
To overcome the obstacles in implementation creation of e-KTP card service in the district of the upper middle river Pandawan Kabupeten the researchers gave suggestions, among others (1) Sending operators to participate in education and training to improve e-KTP equipment is damaged, and (2) Improve the dissemination of information on the procedures for the creation of e-KTP card, either through face to face or by distributing flyers, banners and more.
