This watchfulness aims to detect regent election voter enrollment execution and River Hilt Regency Regent Deputy Middle, especially at Barabai year 2010, with factor everything that retard in activity execution. This watchfulness uses method survai. Data collecting is done by using interview and direct observation, with supported with a success document existence is found. Data that got to analyzed qualitative descriptive. This watchfulness result shows that found several troubleshoots in regent election execution and river hilt regency regent deputy middle at barabai year 2010, among others (1) several societies doesn't at one's post live at the (time) of voter candidate data collection, (2) data collector operator total a little, (3) residence too far, (4) not all citizens collected data by operator, (5) operator doesn't dominate the society environment.
