This study was conducted in Sambas district, in order to determine the potential of non-metallic and rocks minerals tax, as well as the efforts of local governments to raise tax revenue of non-metallic and rocks minerals as well as dealing with the environmental impact of making non-metallic and rocks minerals.
To determine the potential of non-metallic and rocks minerals tax then it used the method of SWOT (strengths, opportunities, weaknesses, threats). With these methods it is known strengths, weaknesses, opportunities and threats faced by the Revenue Sambas so that alternative strategies can be formulated to do. Potential of non-metallic and rocks minerals tax experienced the highest increasing in 2009, compared to decreasing in 2008 and 2010. The increase in potential of tax revenue nonmetallic and rocks minerals in 2009 to 2010 due to the many road widening projects and road improvements, and in 2011 the increasing of sale price/m3. Based on the internal and external SWOT analysis, non-metallic and rocks minerals tax in Sambas district is in quadrant 3 which means organizations face a huge opportunity, but on the other hand faces several obstacles/internal weaknesses. Strategies that should be applied are to minimize internal problems that can seize better opportunities.
