Implementation of the labor insurance program in the city of Banjarmasin not run optimally. Aid deliveries by non-health workers (shaman) increased from 56 in 2010 to 122 in 2011. Chief Medical Officer has issued instructions to all Private Practice Midwives to network security program delivery, however, of 346 Private Practice Midwives there are only 45 midwives Private Practice (13%) were willing to do the labor insurance program agreement. Private Practice Midwives lack of motivation to do the labor insurance program agreement influenced by intrinsic and extrinsic factors. The purpose of this study is to explain the motivation for involvement of Private Practice Midwives assurance program delivery in the city of Banjarmasin in South Kalimantan province. Type of research is descriptive qualitative. Analysis of the data using content analysis method. The results show Private Practice Midwives motivation to do the labor insurance program Agreement is still low. Of intrinsic factor has been no awards from the Department of Health and the Indonesian Midwives Association for Private Practice Midwives who perform labor agreement assurance program. Extrinsic factors are no regulations requiring private practice midwives perform deliveries Agreement assurance program, Jampersal rates far lower than the Private Midwives Practice. Guidance and direction to the Private Midwives Practice Management Team guarantees delivery by the Department of Health has not been done. Private Practice Midwives do not want to do the labor insurance program Cooperation Agreement due to the melting process of the old claims. Based on the results of the study suggested to the Department of Health and the Indonesian Midwives Association to improve the intrinsic factor is to pay tribute to Private Practice Midwives who have done Cooperative Agreement program delivery assurance that scored well in the implementation of labor in the form of promotional collateral and selected a medical model. Extrinsic factors make supporting regulations in the implementation of labor guarantees, provide supervision and improve the system claims.
