Productive employment is the most important in talking the problems of poverty and other socio-economic disparities. Economic growth is not only a source of added value, but at the same time it can be the source of many problems, including issues of justice in the economy. To prevent this, the productive employment should be the top choice in the area of development policy, to seek economic growth quality, such as equalization efforts to reduce disparities and improve the productivity of society. The main tool in creating this productivity is employment hailed by many workers. Giving priority to productive employment, means that employment and labor are used as the basic for making choices in an area of economic growth. There are several types which can be chosen from eco-nomic growth, such as: economic growth is endogenous, which give priority to efficiency and productivity as sources of growth: Economic growth is balanced, both the content of the ingredient (material/birth, spiritual/mental) and its spreading evenly throughout the region; Economic Growth sustainable, both socially and eco-logically, and economic growth in participation, which make full the usage of hu-man resources. Regional economic development targets have certain characteristics, both national and regional/local. Regional autonomy has to load the real definition of participation or the participation of the efficiency and productivity. Decentra-lization carried out with a real manifestation of regional autonomy and respon-sibility, with the main consideration that Indonesia is a unitary state. While the productive employment as part of human resources development should be a funda-mental priority in the planning and socio-economic development policy, both na-tionally or even regions.
