Top of Form In order to setting the issues of Civil Servants (PNS) of the Republic of Indonesia, then issued constitusion, Undang-Undang Number 43,1999 years on Amendment Undang-Undang Number 8, 1974 year, concerning the Principles of the Civil Service promulgated on September 30, 1999 in Stature the Republic of Indonesia Year 1999 Number 169. To overcome the shortage of health workers in remote area, then the health worker was appointed as non-permanent employees (PTT) doctors and midwives with the period of service for 1 year to 3 years. Based on the analysis of the author, it turns out to health workers who have devoted themselves can not be directly appointed automatically as a Civil Servant, but still must follow the acceptance of CPNS test together other applicants when they are considered to already have experience in doing the job.
