The procedure in arranging the collective labour agreement in the new
Act of labour based. On the Act No : 13 Year 2003 that has not been arranged, so
this thing indicated a reality that need the pro-active government interference in
arranging of the collective labour agreement, in order to the industrial relationship
pattern keep on harmonious, dynamic and just permanent. Therefore the
entrepreneur as work provider and in the strong position, will more dominant to
determine their want. On the other hand the labour (worker) just signed the previous
collective labour agreement concept which it has been prepared by entrepeneur.
This reality was formed as formality the process in arranging of the collective
labour agreement which become the law for both the entrepeneur and labour that
involved on the agreement, the consequence will caouse the labour relation
(industrial relation).
