Establishment of the Telecommunication Tower on one side has a
positive impact for both communities and government. On the other hand the
establishment of a telecommunications tower causes a lot of problems, both for
society in the form of conflict with the company operators who founded a
telecommunications tower and for the government, particularly relating to the Local
Government and Regional Spatial Plan as well as for aesthetic town planning that
would interfere with an excessive number of telecommunications towers. Law
Number 36 Year 1999 on Telecommunications not yet accommodate the arrangement
of a telecommunications tower. The arrangement and rearrangement of
indispensable commu-nications towers through a clear legal product. Regulation of
the Minister of Communications and Informatics No. 02/PER/M.Kominfo/3/2008
on Guideline Development and Use of the Joint Telecommunications Tower can not
be effective without being acted upon by Local Rule. Local regulations concerning
the arrangement and use of communication towers is very urgent and imperative to
immediately realized by the local government in Indonesia in order to minimize the
conflict between society and the founder of a telecommunications tower as well as
preventive measures for the disruption of urban aesthetics and RTRW.
