in Indonesia context, the relationship between the center government and
the local province government and/or Regency/City government is subordinate and
dependent. It showed how that relationship was not coordinate and independent
such as the relationship between state and the federal government. Judicial review
about the relationship between central relationship and region, referred to Bagir
Manan views, and Bhenyamin Hoessein revealed the clear form about local
government concept according to 1945 Constitution is government system that
followed the regional autonomy principle, and duty of assistance in its enforcement
more emphasize the use of politic/devolution decentralization principle, not
administration/ deconcentration decentralization principle. The relationship between
central government and region was not command but a relationship as public
institution fellow which managed by the Law. The relationship between central
government and region is apparently seen in relationship mechanism in autonomy,
deconcentration, duty of assistance, organization structure, financial and
supervision.
